Overview
Required when hiring even one employee (including part-time workers). This is the foundational notification for both workers' compensation insurance (労災保険) and employment insurance (雇用保険). Must be filed within 10 days at the Labor Standards Inspection Office (労働基準監督署). Not required for officer-only companies with no employees.

When even one worker is hired, labor insurance automatically applies by law, and the employer must file the establishment notification. After filing, the Estimated Insurance Premium Declaration must be submitted and paid within 50 days. Not required for officer-only companies — officers are not considered workers under labor insurance. Note that employment insurance procedures (Employment Insurance Office Establishment Notification) must be filed separately at Hello Work, and require a copy of this notification as a prerequisite.
